Ghostbar Halloween Costume Contest 2026
Official Rules

Overview:

1. Participation in the Ghostbar Halloween Costume Contest (“Contest”) is open to patrons attending the Ghostbar Halloween event who are 21 years of age or older and are members in good standing of the Club Serrano program. Membership is free.
2. The Contest will take place inside Ghostbar at Palms Casino Resort beginning Saturday, October 31, 2026, and concluding at approximately 1:30 a.m. Sunday, November 1, 2026.
3. Participants must be present at the applicable Contest judging time to be eligible to win.

Registration:

1. Participants must register for the Costume Contest via the designated QR code located inside Ghostbar.
2. Registration will open at 9:00 p.m. on Saturday, October 31, 2026. Registration for each category will close at the start of that category’s judging time.
3. Participants may register in one (1) of three (3) categories: Scariest, Most Creative, or Best Duo/Group.
4. Participants may enter only one (1) category.
5. For the Best Duo/Group category, one (1) individual must register as the designated representative for the group. Any prize awarded will be issued to the registered representative, who will be solely responsible for distributing the prize among members of the group.

Contest & Judging:

1. The winner of each category will be determined by crowd reaction as measured by a decibel (dB) meter.
2. The winner from each of the three (3) categories: Scariest, Creative and Best Duo/Group, will automatically advance to the Best Overall Costume Contest.
3. Only the three (3) category winners are eligible to compete for Best Overall Costume.
4. At approximately 1:00 a.m., the three category winners will be presented for final judging. The contestant receiving the greatest crowd reaction, as measured by the decibel (dB) meter, will be named Best Overall Costume and receive the $1,000 cash prize.
5. Winners must be present at the time of judging and prize verification to win.

Prizes & Verification:

1. Any prize won will be awarded to the registered Participant.
2. The one-night complimentary stay will be for a standard room at Palms Casino Resort. The dining credit will have a maximum value of $200.
3. The $1,000 cash prize will be issued to the individual registered Participant and will be redeemable at the Palms Cage/Cashier following verification and completion of all required paperwork.
4. The winner of the $1,000 cash prize is responsible for all applicable taxes and must complete all required tax documentation.
5. If the winner is not a U.S. citizen, applicable tax documentation and withholding requirements will apply, including a Form 1042-S and, when applicable, withholding of 30% of the winnings.
6. All required paperwork must be completed after the winner has been verified and prior to issuance of the applicable prize.

Costume Restrictions:
For the safety and security of all guests, the following are PROHIBITED:

• Real or replica/fake weapons of any kind.
• Full-face masks or masks that cover the entire head.
• Extreme makeup or face paint that prevents identification of the participant.
• Realistic law enforcement or security uniforms/costumes.
• Nudity, including costumes consisting solely of pasties or body paint.

• Bare or exposed areas that would otherwise constitute nudity, including when covered only by sheer material.

  Management and/or Security reserves the right to determine whether a costume or costume element violates these restrictions and may require its removal as a condition of entry or continued participation.

General Rules:

1. Prizes are non-transferable and non-exchangeable.
2. When applicable, winners must fill out a prize log, a prize agreement, provide applicable tax information, and provide a valid I.D. to claim a prize.
3. Falsification of any information will result in ineligibility.
4. The published Official Prize Structure is final and cannot, and will not, be modified and will be paid as published. Any agreements between Participants concerning the sharing of winnings are entered solely by the Participants and are not endorsed by Palms Casino Resort. Palms Casino Resort will not enforce any of these types of agreements and will not be responsible if any of the parties do not honor their agreement.
5. Palms Casino Resort shall be excused from all performance and/or payment obligations when the ability to execute the aforementioned promotion/giveaway has been impeded as a result of, or arising from, any of the following: governmental laws, regulations, orders, war, acts of terrorism, acts of nature, pandemic viruses, riots, civil disobedience; severe weather conditions including but not limited to tornadoes, hurricanes, ice storms, snow storms, and/or hail storms; state or national emergencies (hereinafter referred to as “Force Majeure conditions”). Palms Casino Resort shall only be excused from its performance and/or payment obligations of said promotion/giveaway during the duration of the Force Majeure condition. Executive management of Palms Casino Resort shall retain the right to cancel, terminate, or postpone the Promotion/Giveaway in its sole discretion due to Force Majeure conditions. Executive management of Palms Casino Resort shall retain the right to reschedule, or not reschedule, the Promotion/Giveaway in its sole discretion. The staff of Palms Casino Resort shall use reasonable efforts to inform Promotion/Giveaway Participants of the cancellation, termination, or postponement of any Promotion/Giveaway due to Force Majeure conditions.
6. By participating in the promotion/giveaway/contest, all participants agree to and acknowledge that they will abide by the official rules, regulations, and procedures of the giveaway. Official rules will be posted inside of the Ghostbar venue.
7. By participating in this promotion/giveaway/contest, you grant Palms Casino Resort permission to print, publish, televise, or otherwise utilize your name, city, state, photograph, or any likeness of you for promotional purposes.
8. Management on duty will resolve any and all disputes. Persons who violate any rule, gain unfair advantage in participating in the contest, or obtain winner status using fraudulent means will be disqualified.
9. Persons who have voluntarily or involuntarily been excluded from the property or who have requested self-exclusion from the property are not eligible to participate in the promotion.
10. Employees of Palms Casino Resort and their respective affiliates, owners, subsidiaries, franchisees, and advertising or promotion agencies are not eligible, nor are members of these employees’ families (defined as parents, children, siblings, spouse, and life partners).
11. Casino capacity is limited and participation in a promotion/event/contest is not guaranteed if a member is unable to register/activate entries during the times stated in the official rules. No special circumstances will warrant the delaying of a promotion/event/contest to accommodate individuals or groups of individuals.
12. Management reserves the right to cancel, change or modify the promotion without notice at any time.
